[Enhancement] Implement full Flickr / Mapillary support #102

Implement: -automatic upload of pictures to Mapillary using a generic Mapillary account -display existing pictures of POIs from Mapillary -offline support -use your own account via the settings panel

PS: I requested an evolution of the Mapillary API for adding tags to pictures support. We can reasonably expect an evolution during the course of 2017.

@PanierAvide there was some work done on Flickr already no? Can you specify what work is left to do?

Not a priority for now because Mapillary team is still under development of the new API / tagging feature. We'll wait for it.
