Use PJC 0.0.16 on Windows platforms. #187

PJC 0.0.17 has a performance regression, see this issue. A solution would be to (temporarily) include PJC 0.0.16 for Windows builds, and PJC 0.0.17 for all other platforms.

Verified on Windows 7 both by me and M.Gritsch.
