fixes for labeler on first time set up and helm first time startup sleep before adding ceph to the repo. safety checks on fdisk orphan detection and immediate shutdown of the ./ceph/_uninstall.sh -f invocation. not sure how else to fix fdisk orphan processes other than stopping processing and notifying #3
