No vertical scrollbar available when editing comment for a marker #29

Unable to scroll vertically when entering a long comment for a marker. Longer text can be entered but you can't see it. Moving the cursor down with the keyboard also doesn't scroll the text box.

Observed using chrome on PC

Fixed in v3.1.16
