Add object-level permissions for projects and jobs. #12

Users should be able to see all public projects and projects that they are members of.
Users should not be able to edit geometry on AOIs that they are not assigned to.
Users should only be able to edit geometry if they created the geometry, or if they are a reviewer of the job.

Fixed bug in teamwork library that was causing issue w/ the implementation of Policy objects that handle the object level permissions. Moving towards implementing in Geoq. RE: https://github.com/lmorchard/django-teamwork/pull/5

Permissions stuff has changed a bit. I am going to close this ticket and move the info to #41 --- this kind of seems like a duplicate now and #41 embodies this.
