Ability to slice layers #39

Once a supervisor chooses layers that worker bees can use to provide context for their feature creation, the system should slice the layers at a useful extent and load them locally so that the worker bee experience is more streamlined, and workers can use mobile devices more easily. Would also make the system less reliant on external servers being up and running.
