Reconcile core/base.html & site base.html #48

Accounts (in guardian_setup branch) needs base.html instead of site_base.html. This was adjusted in master in this commit: 69d3c2568842

Looks like badges is set up the same way, however it looks like core/base.html is repetitious of site base.html. -- When someone has time, this needs to be looked at and cleaned up.
