Build a package for auto-installing GeoQ to a VM server #53

Build a auto-build and install package (maybe using Chef and Vagrant) to auto-build GeoQ to a VM server, and ensure that these can build to an AWS server.

This can be heavily based on: https://github.com/jaycrossler/geoevents-chef-repo

Ideally, both should be able to be installed on the same machine.

This will auto-build geoq either as a local vm or to an amazon server.
