wm annoyance #171

What steps will reproduce the problem?
1. open a new window in wm
2. drag the window and leave the cursor off the top of the screen
3. the window will seem to stop at the top until you release the button, and 
then the top portion 
of the window including the window bar remains above the top of the screen.

What is the expected output? What do you see instead?
I expect the window to remain at the top with the window bar accessible so I 
can resize,
minimize, or close.

What version of the product are you using? On what operating system?
most recent on osx.

Please provide any additional information below.

Issue #221 seems a duplicate of this one and has status "Accepted". Maybe this 
one
should be closed.
