Could not load file or assembly 'System.Web, Version=4.0.0.0 #1

I just finished installing the Chiitrans2, it work well in reading the Japanese 
words in the game, but it didn't translate. It just showing this error message 
every time it translating:

(Could not load file or assembly 'System.Web, Version=4.0.0.0, Culture=neutral, 
PublicKeyToken=b03f5f7f11d50a3a' or one of its dependencies. The system cannot 
find the file specified.)

Can anyone help please? I use Windows 7 and the internet is on.

Do I need to install Microsoft .NET framework 4.0? Just figure it out..

Yes. Requires Microsoft. NET framework 4.0.
