ChiiTrans2 won't run properly #2

What steps will reproduce the problem?
1. Simply opening the program
2.
3.

What is the expected output? What do you see instead?
A working program. All I get is that it can;t open the webpage, and I can't 
figure out how to fix it.

What version of the product are you using? On what operating system?
Chiitrans2 on Windows Vista

Please provide any additional information below.

You need to download (chiitrans2.16.4447.36575.zip Version 2.16d (AGTH 
include)). Unzip to a folder all the contents of the archive and run 
chiitrans2.exe.
(ChiiTrans2.exe Version 2.16d (EXE file only)) contains ONLY the EXE file.
Only that it has removed from the site.
