Investigate & implement Semantic Release OR Release Drafter #154

Problem

It would be nice if we had semantic versioning for Nota.

Solution

Look into and see if we can implement automatic releases with semantic versioning using Semantic Release

Perhaps want to use something less restrictive and applicable to our use case such as release-drafter
