Set up CI/CD for Terraform

Terraform is extraordinarily more secure and more manageable when done through proper CI/CD. For this we will use:

• Terraform Cloud
• AWS
• GitHub Actions

Before we do anything with actual Terraform code, we need to get CI/CD set up properly. Acceptance criteria for this ticket will be:

• I can open up a pull request with the main branch that triggers a Terraform plan command from a GitHub Actions workflow
• I can run a Terraform apply command through a GitHub Actions workflow by merging a pull request with main branch
• I can create a test bucket in s3 by writing Terraform code that gets applied by the means of pull request.
