PolicyTypes, historically is for defaulting from egress back to ingress. Since this user story is a v1 api change, we should note that story specifically

We need to flesh out the stories around defaulting logic and what should be done to improve them.

@mattfenwick has some insights into this bc he's been hacking on building things on top of the v1 api, and hit some roadblocks
