dm-xmlsec-binding false results #111

dm-xmlsec-binding can resolve to a C lib xmlsec repo. Removing www.aleksey.com avoids that, but that increases the chance that it resolve as cython.

https://launchpad.net/lxml is also returned for "lxml", because it isnt choosen by "lxml".

https://github.com/bastienleonard/pysfml-cython is another incorrect result https://cirrus-ci.com/task/5357349330223104?command=main#L3122 Unfortunately it isnt published on pypi https://pypi.org/search/?q=pysfml , making it harder to exclude in a rule, and it is a moribund project.

There are lots of forks at https://github.com/search?q=dm.xmlsec.binding , notably https://github.com/ansible/dm.xmlsec.binding which has a comment that the author doesnt put their code anywhere.

http://www.dieter.handshake.de/pyprojects/ has a few, but last modified 2007. And those listed dont appear on PyPI.

https://github.com/d-maurer is empty.

A force fail rule is probably best, and apply it to all 40+ of their packages.
