Check URLs for hidden redirects to rtd #24

A lot of URLs are hidden rtd sites. Currently they are not processed as rtd unless they are using readthedocs.io/org/etc

Current project is pygal, i.e. https://github.com/Kozea/pygal/issues/493 www.pygal.org is one of these hidden rtd sites.
