Add bower.json #190

Add bower.json for basic information.

Specially, specify "main" section so that some programs can automatically load the css and javascript files.

@pwwang By the looks of it, this repository is not maintained anymore. The closest community maintained fork is CloCkWerX/tipsy. You may want to move this PR there.

PS: I wrote a Firefox/Chrome extension musically-ut/lovely-forks to avoid wasting time on making pull requests to deprecated repositories.
