From the definition:
Glossary: A glossary serves to ensure that all stakeholders have a common understanding of the noteworthy terms, abbreviations, acronyms etc.
There is a difference between expense and budget.
Expenses has special meaning in our app and need to be explained in glossary because in our application we are associating expense with not just amount but also a category, a date and a description, making expense different from our every day meaning. For budget, we are using it in the same way as it means, so we felt budget need not be explained again in the glossary.

Since Expense is given in the Glossary, one would expect the Budget to also be defined in the Glossary.
