In Staff View, SGA Component should NOT observe sub-section due date #11

Currently in XModule, users in staff view are not locked-out of problems when the due date is passed. I don't know that this is a good idea, but it is common practice and users expect it.

So, the SGA component should not observe due dates when in Staff view.
