Include the test suite in sdist archive so that it could be used by packagers (Linux distributions, Conda) that wish to run tests.

The work in https://github.com/jazzband/dj-database-url/pull/215 deleted the MANIFEST.in and redid how we package things, so this will need redoing somehow.

The tests are already (implicitly) included in 2.0.0, so no need to do anything ;-).
