Implement Jazzband guidelines for django-downloadview

This issue tracks the implementation of the Jazzband guidelines for the project django-downloadview

It was initiated by @benoitbryon who was automatically assigned in addition to the Jazzband roadies.

@Natim hmm looks like I lost access to settings, given I transferred ownership to Jazzband.

@jezdez do you have the opportunity to give us back the mandatory permissions?

@Natim Sorry for the delay, policy is to keep settings access with the roadies only since it's an operational risk allowing Jazzband members to access them. I've enabled the auto-release mechanism and fixed the coverage tracking though in 13d2b3ae580b7699759e0df1b80b382e4a94efd3. Thanks for your patience, all.
