Prepare for release 1.4.7

• Update the authors and changelog for the 1.4.7 release.
• Update the maintainers list to reflect the current maintainers
• Add a note about the state of nose and this project (fixes #310)

There's something strange going on with the keywords on PyPI - they are getting split on each character instead of at the spaces:

https://test.pypi.org/project/django-nose/1.4.7/

I tried a few things to fix it without any luck. It also appears to affect the current release:

https://pypi.org/project/django-nose/1.4.6/

I'll write an issue instead of blocking this release.

Once it was released, the tags look OK. This may be a Python 2.7 vs 3.x issue:
