Update readthedocs #286

Readthedocs at http://silk.readthedocs.io/en/latest/ seems to be quite out of date.

@albertyw Sorry for sounding naive here but are there some instructions on how to build updated docs for read the docs?

@avelis whoever has the login details for the silk project should be able to login there and press a button to re-generate it (assuming something in the project here hasn't broken that).

I just noticed RTD is very out of date too (it mentions manage.py syncdb which hasn't been current for a very long time).
