Merging django-taggit with django-taggit-templatetags #109

Hi all, to my point of view it would be a great thing for the next release to have both dango-taggit and django-taggit-templatetags merged into a single project.

this hasn't been updated in a while but there might be some good stuff in there that we can pull in (if we pull in the code wholesale let's make sure to check license compatibility, copyright etc!)
