Add Django 5.0 Support #894

(This issue is resreved for Djangonauts, please avoid working on it if you are not on there)

We are not currently testing Django 5.0 support. We should:

add Django 5.0 to our test matrix (tox.ini)
fix up any issues that come up from that
Go through the Django 5.0 release notes and make sure that anything in there doesn't affect us
Update doc references to supported Django versions
