Already there. The basic events are declared in package_loader but the basic request manipulation is in init

if we move https://github.com/foundpatterns/lighttouch-base/blob/master/package_loader.lua#L23-L39 , it'll make https://github.com/foundpatterns/lighttouch-base/issues/2 easier for Aleks.
