Ammo effects doesn't work when using VATS #43

In the current version of JIP LN NVSE ammo effects doesn't get applied in VATS, they only function correctly outside of it.

An easy way to reproduce it would to be use a Service Rifle loaded with AP ammo against a Super Mutant. Outside of VATS the broken shield icon will pop-up, but when using VATS the normal shield icon will appear as if the gun was using normal ammo.

Can confirm this bug on a fresh NV save, with only JIP active.

Workarounds are to either set "bIgnoreDTDRFix=0" in the INI (which breaks relevant weapons and the DT before DR behavior which is important for TTW) or downgrade to 57.15
