right side nav at smaller screens #5

The right side nav for Palettes/Accents should be present at smaller screen sizes because it is a KEY component of the tool (could easily have it fit with screen sizes 768px and above, if not smaller).

This issue is now being bundled with right nav bigger due to similarity of work.

That's fine, I closed the right nav bigger since that code was merged, but we can close this one when you have it complete as well. Thanks

@jamesjj1979 Is this issue essentially done? Was it handled in other merges that contained similar work or no?
