[BGE-16] Adjust cooldown feature to reflect Global Cooldown on abilities #10

Blockgame has introduced a global cooldown of 0.5s on abilities. The cooldown system in the mod does not reflect this global cooldown and thus it can look like inputs are being dropped. A 0.5s cooldown visualization should appear on all ability-based items.
