Kelp Herbalism doesn't count unless broken from the top. #28

Describe the bug Kelp when broken does not give herbalism XP consistently.

To Reproduce Steps to reproduce the behavior:

  1. Find natural kelp (i.e. Kelp Forest)
  2. Break the kelp from any block that is not the top.

Expected behavior All kelp that was broken from the block would net exp, including the one broken by the player.

Actual behavior None of the kelp gives Herbalism exp, including the one broken by the player.

Additional context Breaking Kelp from the top nets Herbalism, but you would then have to do that for all of the kelp in a forest.

This issue still occurs. Destroying the bottom and top part gives exp, the middle part with id kelp_plant does not give XP.
