According to https://www.reddit.com/r/windows/comments/ik7sp7/does_anybody_have_the_kb2533623_update_for/, KB3063858 may also be a replacement and it is tiny in comparison with KB4457144 (a full monthly rollup).

KB3063858 works. Steps:

• install Win 7 SP1 (e.g. from MSDN)
• manually download and install .NET 4.5 and WMF 5.1
• install Chocolatey
• cinst -y dotnetcore-runtime.install --source https://myget.org/F/jberezanski-chocolateypackages-dev/api/v2,https://chocolatey.org/api/v2
• Restart-Computer
• dotnet --list-runtimes
