Document bats version requirement #47

We pull bats 1.2.1 in CI via a tarball since the npm module is stuck at 1.1.0. To avoid future compatibility issues a minimum version requirement should be documented. Bonus points for figuring out how to use $latest in CI.

While at it, output version when building image so its easier to pass to the test runner.
