add docker-environment #1079

a docker/vscode enhancement, because I didn't want to mess up my system. Far from perfect since vscode doesn't seem to have a perfect android plugin.

Feel free to test and merge (or not merge)

Connection to device via wireless adb (this PR contains a changed readme)
