The functionality of soulutf8 was merged into soul in June 2023, and now produces a warning
Package soulutf8 Warning: This package is obsolete, use the soul package directly.
so I've changed soulpos.sty to load soul, and removed reference to soulutf8 in the documentation. If you'd prefer an \IfPackageAtLeastTF test for soul, I'm happy to add that.
