Dms view setup #4

This is part one of the setup for the dms-view landing pad setup. I added the "manifest" md file to the ./data subdirectory -- once this PR is approved and merged, we can integrate that public-facing .md into our dms-view page to make all of the desired links.

I also followed Sarah's directions (and imported her "README") to make the ./docs directory. Currently, the page that is rendered as specified by the ./docs/index.md page is just bare-bones. But lets try turning on github pages as per her instruction 3 in ./docs/README.md, and once we have the manifest as PRed above we can generate our desired dms-view links to build into the ./docs/index.md link. Once GitHub page is rendered, we can also insert urls into the manuscript while we work on polishing the actual content of the landing pad

ah freak, I don't know how I manage to do this, but it seems like one of the commits present in my other pending PR also found its way into this PR. @jbloom let me know if this interferes with merging of both PRs
