Update `dms-viz` visualization

I updated the version of configure-dms-viz to address some recommendations from @jbloom. Namely,

• [x] I changed the default summary metric to mean
• [x] I set the default filter value to ~10 for expected_count
• [x] I set the range on the expected_count filter from 1 to 100
• [x] I added a global description by linking to the project README

Here is the link to the current iteration of the visualization. The link isn't included in this pull request because the URLs for the data and README are specific to this branch.

To the first point, the text is coming directly from the README by pulling from the URL. No need to update the README in two places.

To the second point, that's strange since I'm not seeing this issue on my end. Do you see the points in the line plot fill in when you select them? Some questions:

• What browser and version are you using?
• Can you open up the developer console in your browser and see if there are any issues there?

Never mind. I was being an idiot and didn't realize I needed to brush rather than click points. It is working fine, approving now.
