Add DockerHub release workflow #146

As stated in https://github.com/jboss-dockerfiles/wildfly/issues/145 adds GitHub Actions workflow to build and publish tags to DockerHub repo.

Please create a CLI/token login for DockerHub and two corresponding GitHub secrets in advance:

@p1ngod as discussed on wildfly-dev mailing list, I opened #151 (based on your commit) to build and push images to a quay.io image repository

So as there will be no future dockerhub build, I will close this PR
