Create internal register of resolved artifacts?

RN VBE just fetch everything from remote or local cache( if it has been fetched before). Problems:

• modules might have definition of the same dependency
• dep might be defined in management and in module itself

Not a big deal, because each fetch should give the same result - key word should - plus its inneffective.

This function needs to be lower down as it is required by more components than just VBE.

Ideally, yeah, possibly should be part of channel SPI. But ATM AFAIR everything is just plowing through into maven.
