Add french translations #30

Hello Jeffrey,

Here are some french translations. As your extensions are used by the community, it could benefit some of them ✌

Not sure if the CRAB thing was relevant enough to translate though, since it's a Flemish data set. Except for the concept, I think it's only useful for organizations doing business in/with Flanders. Anyhow, I'm pretty sure it can easily be adjusted to support similar datasets from other regions or countries.

I bet a lot of people will be happy with the translations for the monitor, mail to ticket, certificate, ...

For the CRAB extension, that's what I thought at first, then I thought that maybe one day a french or french-canadian person might be on the team, feel home-sick and turn iTop back to French, so why not 😁
