How would we go about this, since in effect I think this would be pretty cool

I was thinking in CONTRIBUTING.md there would be something to tell you what version to update to

The version value in the _config.yml file is for our own use to mark the versions of this guide as we choose as we update it. It isn't tied to the version of Jekyll though.

I am not sure what you mean about telling a people what version to update to in CONTRIBUTING.md.
