Error when using ytt package without libs dir #186

lstat /var/folders/kl/6m517ry930v2pg2zf6k04llh0000gp/T/develop017648873/libs: no such file or directory

Expected behavior: it should be possible for remote packages to have either just libs or just workflows dirs.
