Removing BN from the code released 18 state codes, which would be useful to use 
for new sensors (as done for change ) since, adding any more state codes will 
result in a need for a new AM type. 

The first four BN SC's have been reused in the state code. However, the process 
to update the database / push side of this to use the description of the state 
code is unclear.
