Udev rules for USB dongle are incorrect #39

This doesn't affect the current deployments as it is for the old USB dongle, 
However it would be sensible to fix the problem as it could help with future 3g 
issues

What steps will reproduce the problem?
1. Boot system 
2. Examine /var/log/syslog

What is the expected output? What do you see instead?

Various messages along the lines of
invalid rule /etc/udev/rules.d/15-hauwei-e1550
unknown key UBSYSTEM

Udev rules are now fixed / tested.
Added additional rules for new dongle types 
* ZTE-MF703M
* K4203

Update released in debian package ch-base-1.3-0
