fix NaN bootcount on Cape Forchu SG #30

and deal with mis-filed yearly data. There's a valid boot count in this file: Forchu-1614BBBK1613-000533-2015-05-01T03-30-37.8430T-all.txt.gz found in this folder: /SG/contrib/2014/motus/forchu/filed/2015-05-01/ But by a few weeks later, boot count is NaN for file: Forchu-1614BBBK1613-000NaN-2015-05-24T01-00-34.9440P-all.txt.gz found in this folder: /SG/contrib/2015/Motus/Forchu/filed/2015-05-24/ This receiver will need its boot count reset to a valid number, presumably by a small software update.
