re-register 110 tags from proj 63 (2017), after motus deletes existing faulty versions #85

various issues in code and user actions led to a mess here... need to drop 171 tags from project 63 with dateBin >= 2017-1, then rerun uploads from jobs 256612, 256641 (in that order).
