The question is always whether changes to metadata mean the session
being resumed needs to be re-run instead. In principle, we should re-run any
time the set of tags sought (on relevant frequencies) at any time during
the session has changed:
if the set of tags has grown, the added tags need to be sought
if the set of tags has shrunk, pulses formerly attributed to the
deleted tags must now be considered as possibly belonging to the
remaining tags.
