if a deployment.txt file causes the master process to fail, switch to using a failsafe version #36

Any motus SG should do its best to be doing something useful in the field. After each boot, a count of fails of master on a given deployment.txt should be kept, and after it reaches some number, a default failsafe version of deployment.txt should be used.

e.g. recent data from this receiver:

Kamouraska-5113BBBK2528-000079

is showing a restart of the master process every minute. Why?
