navConfig fixed #439

Permissions should be working correctly for the navbar.

How to test:

Check if items of the navigation bar are shown for users with the correct permissions (e.g. the "Finanzen" item for the user "w.luft")
Check if items of the navigation bar are not shown for users without the correct permissions (e.g. the "Finanzen" item for the user "t.driscoll")
