Refactor dependencies #22

I refactored and streamlined the dependencies and CI, mostly copying what pangeo-forge-recipes is doing.

This fails but it AFAICT has nothing to do with the changes here and more with some errors that were merged untested before. Will address this in another PR (likely need to do that in #20 to get it to pass!)
