What steps will reproduce the problem?
1. restarting red5 is not making database schema
2. web based installation page is not going to step2

What is the expected output? What do you see instead?
=> persistance layer hibernate not creating database
=> web page status says waiting for localhost.... 
=> apache2triad,red5,tomcat is working properly

What version of the product are you using? On what operating system?
windows 2003 server with apache2triad mail and smtp server is xmail

Please provide any additional information below.

Whats the debug error of your Red5 log -> i think you did not enter proper 
values for
the Database.
